Guided by Deng Xiaoping Theory and the important thoughts of the 18th National Congress, we will actively leverage the proactive roles of various departments within the enterprise to deeply engage in the creation of a safe enterprise, contributing to the construction of a “Safe Zhenshan.”

II. Division of Responsibilities

  • Economic and Information Bureau: Responsible for the overall planning and deployment of the county’s “Safe Enterprise” creation leading group office, formulating a three-year plan for the creation of safe enterprises within the economic and trade system, the 2012 implementation plan, and key points for creation. It will also establish a series of supporting systems for assessment, rewards and penalties, and dynamic management, organizing inspections, guidance, assessments, and evaluations.
  • Public Security Bureau: Responsible for comprehensive social management and maintaining social stability within the jurisdiction, creating a favorable social environment for the people and enterprises.
  • Administration for Industry and Commerce: Based on its administrative duties, it will intensify efforts to rectify and combat counterfeit production and sales in agricultural markets, wholesale markets, shopping malls, and supermarkets, fostering a fair competitive market environment and a healthy, safe consumer environment. It will also guide and assist various markets, supermarkets, and shopping malls in conducting safe creation activities, establishing grassroots safe creation organizations, and implementing various measures to achieve the goal of “fewer cases, good order, social stability, and public satisfaction.”
  • Work Safety Supervision Bureau: In line with its responsibilities, it will further strengthen the main responsibility of production and operation enterprises, establish and improve enterprise safety production responsibility systems and regulations for production links and positions, enhance management, and comprehensively carry out enterprise safety quality standardization construction. It will continuously improve the safety production mechanisms of various enterprises, maintain internal stability, and conduct timely inspections of key areas and personnel, striving to achieve the goal of creating a “Safe Enterprise” within the year.
  • Human Resources and Social Security Bureau: Responsible for basic training of industrial workers in various enterprises within the jurisdiction, as well as follow-up accountability, including the work performance of industrial workers after they start their jobs and the social security and subsistence allowances for their family members.
  • Trade Union: Leveraging its organizational advantages in connecting with enterprises and grassroots, it will increase vocational skills competitions across industries, further enrich corporate cultural life, and integrate the creation of safe trade unions with the creation of safe enterprises. This will promote both safe trade union creation and safe enterprise creation, ensuring safe production and operation of enterprises and promoting social harmony and stability.
