Guided by Deng Xiaoping Theory and the important thoughts of the 18th National Congress, we will actively leverage the proactive roles of various departments within the enterprise to deeply engage in the creation of a safe enterprise, contributing to the construction of a “Safe Zhenshan.”
II. Division of Responsibilities
- Economic and Information Bureau: Responsible for the overall planning and deployment of the county’s “Safe Enterprise” creation leading group office, formulating a three-year plan for the creation of safe enterprises within the economic and trade system, the 2012 implementation plan, and key points for creation. It will also establish a series of supporting systems for assessment, rewards and penalties, and dynamic management, organizing inspections, guidance, assessments, and evaluations.
- Public Security Bureau: Responsible for comprehensive social management and maintaining social stability within the jurisdiction, creating a favorable social environment for the people and enterprises.
- Administration for Industry and Commerce: Based on its administrative duties, it will intensify efforts to rectify and combat counterfeit production and sales in agricultural markets, wholesale markets, shopping malls, and supermarkets, fostering a fair competitive market environment and a healthy, safe consumer environment. It will also guide and assist various markets, supermarkets, and shopping malls in conducting safe creation activities, establishing grassroots safe creation organizations, and implementing various measures to achieve the goal of “fewer cases, good order, social stability, and public satisfaction.”
- Work Safety Supervision Bureau: In line with its responsibilities, it will further strengthen the main responsibility of production and operation enterprises, establish and improve enterprise safety production responsibility systems and regulations for production links and positions, enhance management, and comprehensively carry out enterprise safety quality standardization construction. It will continuously improve the safety production mechanisms of various enterprises, maintain internal stability, and conduct timely inspections of key areas and personnel, striving to achieve the goal of creating a “Safe Enterprise” within the year.
- Human Resources and Social Security Bureau: Responsible for basic training of industrial workers in various enterprises within the jurisdiction, as well as follow-up accountability, including the work performance of industrial workers after they start their jobs and the social security and subsistence allowances for their family members.
- Trade Union: Leveraging its organizational advantages in connecting with enterprises and grassroots, it will increase vocational skills competitions across industries, further enrich corporate cultural life, and integrate the creation of safe trade unions with the creation of safe enterprises. This will promote both safe trade union creation and safe enterprise creation, ensuring safe production and operation of enterprises and promoting social harmony and stability.
III. Creation Goals
Achieve the standards of a “Safe Enterprise,” adhere to the principles of seeking truth and pragmatism, focusing on key points, and advancing steadily. Use the creation of a “Safe Enterprise” as a carrier to fully realize the company’s various goals and tasks.
- Consolidate creation goals from all aspects, ensuring the unit meets the standards of a “Safe Pioneer Unit.”
- Significantly improve the ability to maintain national security and social political stability, and the capacity to prevent and combat infiltration, espionage, and sabotage activities by hostile forces.
- Significantly enhance the ability to handle social emergencies and the level of investigation and resolution of internal conflicts among the people.
- Strengthen legal education, improve and implement systems for cadres and workers to learn and use laws, and significantly raise the legal awareness and administrative law enforcement capabilities of all staff.
- Minimize the occurrence of abnormal petitioning incidents such as bypassing levels, repeated petitions, and group petitions within the work scope.
- Ensure that no cadres or workers in the unit participate in social evils such as “Mark Six” lottery, pornography, gambling, or drugs.
- Prevent cadres and workers in the unit from engaging in job-related illegal and criminal activities.
- Effectively prevent major incidents during sensitive periods, major events, and the security of important targets.
- Actively implement safety measures such as “human, physical, and technical prevention,” ensuring a well-established internal security mechanism with noticeable results.
- Strengthen the management of fire and electricity safety, raise fire safety awareness, and eliminate fire hazards.
IV. Standards for Creating a “Safe Enterprise”
- Focus on rectifying key areas of the company, ensuring no major public security cases or major safety accidents occur.
- Preventable cases such as fires that endanger production safety are basically eliminated.
- Implement public security management measures around the company, strictly enforce the responsibility system for creating a “Safe Enterprise.”
- Set up warning signs and necessary monitoring personnel at key locations within the company.
- Use various forms to carry out education on loving and protecting the enterprise.
- Establish a sound organization for the “Safe Enterprise” creation activities, with basic files, ledgers, and relevant systems in place.
- Maintain clean and tidy production and living areas, carry out necessary greening and beautification, and improve the workshop environment.
- Equip key locations and critical equipment with protective facilities, and conduct patrols in key areas.
V. Specific Content
- Clarify leadership responsibilities, implement the legal representative responsibility system for comprehensive social management and safe construction, with leadership division and functional departments taking the lead, signing responsibility agreements at all levels. Establish sound mediation and fire safety organizations. Clearly define comprehensive management and safe construction goals, with strong measures, adequate guarantees, and complete ledgers. Support and cooperate with the safe creation activities of the village and community.
- Strengthen safety management, establish and implement a comprehensive safety responsibility system. The office is responsible for ensuring everyone signs a safety responsibility agreement.
- Strengthen the management of firearms, ammunition, flammable and explosive materials, toxic substances, and radioactive materials, enhance the dynamic supervision of narcotic drugs and precursor chemicals, promptly eliminate safety hazards, strengthen safety production supervision, and effectively curb major malignant safety production accidents.
- Establish and improve eight systems within the enterprise, including security guard duty patrols, public place safety facility management, important item safety management, key department security, fire safety management, motor vehicle safety management, external personnel management, and foreign affairs safety management, and establish corresponding ledgers to ensure implementation.
- Conduct regular legal education activities, with legal education having a platform and plan, and carry out legal education activities for cadres and workers at least twice a year. Ensure no illegal activities by cadres and workers. Regularly investigate and resolve conflicts in a timely manner, preventing group petition incidents and major labor disputes.
- Conduct regular safety production inspections, with at least one safety inspection per week and no fewer than 40 inspections per year. Record safety inspections and register hazard rectifications, implemented by functional departments.
- Under the guidance of the public security department, establish a security team appropriate to the size of the enterprise, with 24-hour duty and patrols. Implement a factory-level leadership duty system. Install automatic alarms or surveillance control devices in key areas. Establish a floating population management service center for external labor units, implement management measures, ensure that important job operators hold certificates and regularly inspect and maintain relevant equipment and lines to promptly discover and eliminate safety hazards. Ensure no major criminal cases or major safety production accidents occur within the enterprise.
- Conduct regular professional ethics education, implement solid measures to prevent job-related crimes, and ensure no job-related crime cases occur. Strengthen awareness of prevention, strictly enforce rules and regulations, and control prevention. Cooperate with relevant departments in accordance with the law to crack down on various economic crimes.
- Firmly establish the idea of “serving the public and governing for the people,” implement measures for open government affairs, and ensure no public complaints or group incidents caused by inadequate work occur.
- Rectify and optimize the public security environment. Actively cooperate with relevant departments to jointly address prominent public security issues within and around the enterprise, optimizing the production and living environment.
- Strive to create harmonious labor relations. Establish a labor contract system, standardize labor management, improve wage payment methods, ensure timely and full payment of wages, and prevent arbitrary deductions or delays in wage payments. Legally participate in pension, medical, unemployment, and work-related injury insurance, establish and improve internal rules and regulations, and ensure workers’ rights and obligations.
- Strengthen safety production work. In accordance with the “Work Safety Law” and relevant safety production laws and regulations, implement the main responsibility for safety production, and legally establish safety production management agencies.
- Conduct safety education activities. Enrich corporate cultural activities, create a well-ordered and civilized production and working environment; strengthen daily management of employees, conduct regular legal, public security prevention, professional ethics, and civic ethics education. Through activities such as Safety and Law-abiding Education Week and Safety Theme Day, continuously enhance employees’ legal awareness and safety prevention awareness, and comprehensively improve employees’ awareness and participation in the “Safe Enterprise” creation activities.
- Strengthen collective canteen hygiene management. Increase supervision of food safety in enterprise collective canteens, require enterprises to strengthen the awareness of the primary responsibility for food safety, designate personnel responsible for the hygiene and safety management of canteens, fully implement various food safety systems, strictly clean and disinfect the internal and external environment of canteens. Before serving meals, thoroughly clean and disinfect kitchen utensils and tools. Urge collective canteens to strengthen the management of food practitioners, strictly follow relevant regulations for physical examinations and training, strictly implement the “Food Safety Operation Standards for Catering Services,” strengthen the registration management of certificates and invoices, standardize food sample retention, strictly control food procurement, inspection, and production, especially strengthen the management of small-batch procurement of raw materials, strictly prevent unlicensed workshops from supplying raw materials to canteens, and prohibit the provision of undercooked green beans, sprouted potatoes, fresh daylilies, wild mushrooms, and spoiled or expired food.
- Effectively implement infectious disease prevention and control measures. Urge enterprises to strengthen drinking water hygiene management, maintain good environmental hygiene, increase ventilation in workplaces and dormitories, promptly report infectious disease patients and suspected cases to health departments, reduce the conditions for the occurrence and spread of infectious diseases, and prevent major infectious diseases and collective food poisoning incidents that seriously endanger employees’ health. Further strengthen the construction of the health emergency system, improve emergency response plans for public health emergencies, strengthen team building and personnel training, conduct emergency drills, and prepare emergency supplies to ensure timely and effective handling of various public health emergencies.
- Strengthen health education and promotion. Vigorously carry out health education and health promotion, strengthen health education on AIDS prevention, food safety, and occupational health protection for enterprise employees, advocate healthy, civilized, and scientific lifestyles and concepts, develop good hygiene habits, and improve employees’ health awareness and civilized literacy. Seize the favorable opportunity of deeply carrying out the creation of safe and harmonious enterprises, combine with the “Sixth Five-Year” legal education, and deeply carry out legal education on food safety and occupational disease prevention in enterprises to effectively prevent and reduce the occurrence of various public health emergencies.
- Strengthen occupational disease prevention, promptly report occupational disease patients or suspected occupational disease patients to the local health administrative department and work safety supervision and management department.
- Widely publicize and deeply mobilize. The company will make full use of meetings, briefings, bulletin boards, the internet, and other effective forms of publicity to widely and deeply publicize the purpose, significance, work measures, progress, and advanced models of the “Safe Enterprise” creation activities, creating a strong momentum for creation. Require all cadres and workers to take care of their own doors and manage their own people, forming a good atmosphere where everyone supports and participates in the creation.
- Strengthen security and night duty systems. Leading group members should take responsibility at various positions and departments, arrange security guards and duty personnel, and during major holidays, the office will uniformly arrange security and night duty patrols, ensuring 100% human, physical, and technical prevention in key areas, and preventing criminal cases and major public security disasters.
- Increase inspection efforts to eliminate various safety hazards. The company will conduct regular and irregular safety inspections of key departments, vehicles, equipment, and funds at least four times a month, promptly eliminate and rectify existing safety hazards, and ensure no major fires or safety production accidents occur throughout the year.
- Genuinely care for and consider employees’ lives. Implement employees’ wage and welfare benefits, actively resolve hot and difficult issues of concern to employees, and ensure no group petitions or bypass-level petitions occur.
- Close cooperation to form a joint force. The creation of a “Safe Enterprise” is a concrete manifestation of practicing the important thoughts of the 18th National Congress and strengthening the party’s governance capacity, and an important guarantee for the company’s leapfrog development. All departments should stand at the height of reform, development, and stability, fully understand the significance of creating a safe enterprise, firmly establish the idea of “one game,” support and cooperate with each other, and resolutely prevent buck-passing.
- Establish a scientific assessment system for safe creation activities to achieve goal management. In case of major instability incidents caused by dereliction of duty, seriously investigate the responsibility of the responsible persons.
VI. Methods and Steps
- Formulate this plan and mobilize the deployment phase. The company will widely mobilize for the creation of a “Safe Enterprise,” ensuring everyone is aware of the safe creation.
- Implementation phase. Adhering to the principles of high standards, strict requirements, implementation, and effectiveness, focus on goal assessment, conduct a quarterly assessment of the “Safe Enterprise” creation work in conjunction with the “Comprehensive Management Goal Assessment,” seriously identify existing problems, and implement rectification measures.
- Comprehensive summary, consolidation, improvement, and promotion phase. Compare with the creation standards to identify problems, strictly investigate hidden dangers, and summarize the experience of creating a “Safe Enterprise.”
